New Key figure column

Hello,

I Have a requirement , as of now we have a key figure 3% which populates data on selection of year in input screen,

this 3% is derived from existiing key figure.

Now that 3% values is changed to 5%

I should show the 5% values from feb 2016.

When user enters selections for 2016

3%column should show values of jan 2016 and 3% quarter values needs to be blank for the rest 2016.

and 5% column should show values from feb 2016,

under this we have quarterly values populates data.

the selection is fiscal year which is acustomer exit.

I Tried with restricting it with >=2016 and <= but it doesn't work on quarter.
