Is it possible to have filtered records at the query level when we select include option from the filter in report?

I have created filter in query for some field and excluded some values at the query level.

So when I runs the report, I get the report data with the values excluded already.

But if I click on filter it will show option to exclude and include.Please find attached screenshots.

The records for these values are already excluded.But If I select include option

it will not include records with these values as these are excluded at the query level.

So is there any any solution that this include option will work when user selects include.

Please help me to find solution for this question. Thanks in advance.
