I thought I'd post this in the BEx forum because I haven't seem any replies on the BW SCN site.  Here is the thread:

BEx Variables and Cubes - list of values includes # or not assigned

TLDR; BEx variables screen shows #/not assigned characteristic values even though they don't exist in the Infoprovider (cube in particular) but it doesn't work the same way for DSO.
